Governor Address - 1994

ADDRESS BY HIS EXCELLENCY, THE GOVERNOR OF MANIPUR, SHRI LT. GEN.(RETD.) V.K. NAYAR, PVSM, SM TO THE MANIPUR LEGISLATIVE ASSEMBLY ON 23-12-1994

Mr. Speaker and Hon'ble Members,

It is a pleasure to welcome all of you to the first session of this august House this year. I wish you and the people of the State a happy, peaceful and prosperous year ahead.

2. As Hon'ble Members are aware, the State was brought under President's Rule on the 31st December, 1993 . Such measures are temporary in nature and are to meet certain contingencies. The situation having improved, except for some incidents, the administration has been restored to the elected representatives. I would like to convey my sincere thanks to the people and all the public leaders who co-operated with me in the task of running the administration during this period.

3. During the President's Rule I got the opportunity of acquainting myself with the problems of the State. These are many and varied and I hope that you will be successful in dealing with them. Amongst the priority areas of the new Government will be, first and foremost, the instilling of a sense of security in the citizens by ensuring an end to the ethnic problems and conflicts. My Government will like to ensure that the integrity of the State will be maintained at all costs and there will be no compromise on this issue. The preparation of the photo identity cards for all the voters will be another important task of the Government. My Government will endeavour to complete this task within the time frame stipulated by the Election Commission. As you are aware, the next elections to the Assembly are due in February, 1995. My Government is determined that the elections should be held at their due time and should be completely free and fair. I sincerely hope that the Hon'ble Members will realize the gravity of the situation and help the Government fully in its efforts. I am hopeful that our brothers and sisters who have been misled to become insurgents would also listen to the appeal of the Government, eschew the path of violence and come to the negotiating table for peaceful settlement.

The preceding administration has started certain development works. My Government wants to assure everyone that these projects will be pursued with full vigour. We are committed to the development of the State on all the fronts.

The purpose for which I have summoned the Assembly is also to give an opportunity to the new Chief Minister to prove his majority on the floor of the House. I convey my best wishes to all of you and now I leave you to your deliberations, which I am sure, will be extremely fruitful.
